Supreme Court Gives Auroville a Green Signal for Development, NGT Order Axed

National Green TribunalIn a judicial twist that balances progress with preservation, the Supreme Court has overturned a National Green Tribunal (NGT) ruling that had clipped Auroville Foundation’s wings on development within its Puducherry township. Declaring that the “right to development” stands shoulder-to-shoulder with the “right to a clean environment,” the apex court reinstated Auroville’s ability to build—albeit with sustainability in mind.

A bench comprising Justice Bela M Trivedi and Justice Prasanna B Varale struck down the NGT’s April 2022 order, calling it legally unsound and beyond the tribunal’s jurisdiction. The ruling had previously brought all developmental work in Auroville to a grinding halt, following an appeal by activist Navroz Kerasp Mody, who argued that tree felling in the township was turning a lush green space into a concrete jungle.

However, Auroville countered, pointing out that its very foundation is built on the ethos of an “international cultural township,” not a dense forest. With its iconic Matrimandir—dubbed the ‘soul of the city’—at the core, the township follows a structured design comprising industrial, cultural, residential, and international zones, all wrapped in a verdant embrace of forests, farms, and sanctuaries.

The NGT had previously ordered Auroville Foundation to submit an environmental clearance plan before proceeding with its ambitious projects, including ring roads and industrial infrastructure. But with the Supreme Court’s ruling, the red tape has been cut—though the emphasis on sustainable development remains firm.

As the legal dust settles, Auroville finds itself back on track to fulfill its mission: a utopian hub where people of all nationalities live in harmony, free from the shackles of creed, politics, and, now, stalled development plans.
