The Court observed that the very beneficiaries for whom the institution was created\u2014homebuyers\u2014are left \u201cdepressed, disgusted and disappointed\u201d due to ineffective relief mechanisms.<\/p><p data-start=\"741\" data-end=\"978\">Calling the authorities a \u201crehabilitation centre\u201d for retired bureaucrats, the bench remarked that states must revisit the rationale behind constituting such bodies if they merely facilitate builders in default rather than regulate them.<\/p><p data-start=\"980\" data-end=\"1296\">The Court permitted the Himachal Pradesh government to shift its RERA office from Shimla to Dharamshala, staying the High Court\u2019s contrary order, but made it clear that the larger issue is institutional credibility.
