Governance, it suggests, is being replaced by appeasement.<\/p><h3>Welfare or Political Sedation?<\/h3><p data-start=\"1098\" data-end=\"1295\">No serious system of governance can deny support to the vulnerable. The Court made that clear. Most Indian states already operate under tight fiscal constraints. It is accountability.<\/p><p data-start=\"3827\" data-end=\"3947\">Public money, after all, is not charity. It is collective capital. It is a reminder that economic policy shapes social behaviour \u2014 and social behaviour shapes the future of the nation.<\/p><p data-start=\"4647\" data-end=\"4735\" data-is-last-node=\"\" data-is-only-node=\"\">India must decide whether public policy will build capacity\u2026 or simply purchase
