    IN A world where compassion and empathy should prevail, it is disheartening to witness acts of cruelty towards innocent beings. However, amidst the darkness, a beacon of hope has emerged in the form of various campaigns led by commoners who have set their sights on amending the Prevention of Cruelty to Animals Act, 1960, in order to enhance penalties for acts of animal cruelty.

One incident that serves as a poignant reminder of the urgent need for change is the tragic case of Shaktiman, a brave and loyal Kathiawari horse who served faithfully with the Uttarakhand Police Force until his untimely demise in 2016.

    During a political rally organized by the Bharatiya Janata Party (BJP), Shaktiman became the victim of a vicious act of violence. BJP MLA Ganesh Joshi, who was later arrested for his actions, brutally attacked the horse with a stick. In the ensuing chaos, another individual grabbed Shaktiman’s bridle, causing the horse to lose balance and shatter his leg. This heinous act shocked the nation and reverberated across the globe, sparking outrage and demands for justice.

    From the ashes of tragedy arose various campaigns, propelled by the urgent need for change. The current Prevention of Cruelty to Animals Act, 1960, imposes a meager maximum penalty of just Rs 50 for acts of animal cruelty. Such lenient punishments fail to reflect the severity of the crime and do not act as an effective deterrent against animal abuse. The campaigns are determined to rectify this by advocating for stricter penalties and harsher punishments for offenders.

    The Shaktiman incident garnered widespread support from all corners of society. Many Members of Parliament have voiced their solidarity with the cause, recognizing the significance of enhancing penalties to combat animal cruelty effectively. Celebrities from the realms of acting, music, and social influence have also joined forces, leveraging their platforms to raise awareness and mobilize the masses.

    Yet, the true strength to safeguard animals lies within the hearts of the public. Citizens from all walks of life must unite to demand justice for Shaktiman and countless other innocent animals who have suffered at the hands of cruelty. This groundswell of support showcases our collective commitment to fostering a more compassionate society that values and protects the rights of all beings.

    The proposed amendments to the Prevention of Cruelty to Animals Act, 1960, are a crucial step forward. They seek to revise the existing penalties, taking into account the gravity of offenses committed against animals. By imposing stricter punishments, including higher fines and longer imprisonment terms, the amended law aims to deter potential perpetrators and establish a robust legal framework for the prevention of animal cruelty.
